Its my opinion that they are turned off and there's going to be some other streak rewards added later. I personally just think the perks will just make teams too strong and make it so anyone without a streak active at a steep disadvantage.I was under the impression that 10 (the number of perk slots) would also be the number of perks available in DMZ out of the 20 perks that multiplayer has. Clearly that's not the case then. Also of interest is the fact that the first 4 perks you got are tier 1 perks, the next 4 are tier 2 perks, and the last 2 are tier 3 (ultimate) perks.

I've had the same issues as you, some were able to reach 10 exfils, some stuck at 8, some stuck at 2, some stuck at 4.
