There's a setting in Fin's that is easy to overlook. And also not the easiest to understand. You can set the rate at which AI spawns will be Scavs, Raiders and/or PMCs. If you don't do it right, you might end up having only Scavs or PMCs. So, open up the Fin's config editor and go to the "spawns" tab. In there, it says, "Replace X% of Scavs ...
