From what I've heard modding the game to 60fps breaks some things but I don't know if this is actually true as I can't find any proof of it and those sources are a bit outdated.

However, even after installing 60 FPS mod, my FPS don't go beyond 30. They usually stay at 30 with a slight drop here and there. I have disable vsync as well. My specs are: RTX 2070 Max Q. 8750H (2.2 - 4.1 Turbo boost) Even if I am at max cpu clock, the fps don't go beyond 30. Am I missing here somethin.

BOTW is better played on Cemu (Wii U emulator) because it is simply more polished (better emulation and graphics). With your GPU and CPU you should be able to play above 60fps on Cemu with the right settings. In terms of raw gameplay, the WiiU and Switch versions of BotW are virtually identical.
