You start a sword skate and pretty much spam the Icarus Dash button. The timing is kind of tight between the burst of speed and the Icarus dash itself. To start a sword skate you use your sword in the air and while the animation is "occurring" you press jump again. Keep in mind that this only works on Burst Glide.
