Depends - if you are going primarily FTH without additionally investing heavily in STR or DEX, then pretty much any high base damage weapon with a Lightning Infusion will work well, e.g. Bandit Axe. Just get minimum STR/DEX stats for the weapon and use your other points elsewhere. For FTH/STR builds (typically 40/40 for best returns), I'd recommend you take a look at Heide Lance/Greatlance ...But anyway, yes whips are viable. The Notched Whip is one of the better ones but there's only a handful overall. If you are a hexer, a Dark infused whip buffed with the Dark Weapon spell can be a really useful weapon for hitting at a safer distance and still dealing significant damage.
