What that means is if you do a derelict freighter mission in a system and you get a B-class tech upgrade, while it's random which tech upgrade you'll get (i.e. fuel efficiency, hyperdrive, combat, exploration, mining, trading), you'll only ever see them as B-class. Transfer anything in the freighter cargo bay, but leave at least 1 item in the cargo slot of your old freighter (even something a simple as1 ferrite dust will do).
