If not approved, the system won't allow you to submit incentive. two providers already got an email from ihss that they can't submit incentive if the 15 hours have not been approved. So training hours/time are completely diff than your recipients allotted monthly hours. You are allowed OT for the career pathways training. Since you already are at OT before taking any classes, then all your classes will be paid at OT rate.
