With both on, you gain +5 on each of the 8 attributes (basically 40 free levels), however at the cost of increased damage received. I unfortunally only have the Radagon's SCARseal (which doesn't increase the damage too much for me) at the moment, so I can't say for myself with the extra is worth the extra stats.
