With that Said if you engage the clutch I can roll it back with the bucket like it was and is in neutral.To check out your idea that the non-crank problem is your trans neutral switch, unplug the switch electrical connector and put a jumper wire across the plug connectors (on the engine side) and see if it will crank. This usually solves the lock problem. If it does, drop the 3 point all the way and slowly work it a few times, and you will be good to go. If that does not free up the lever, shut the tractor off and check the pressure pop valves in the tractor side of the quick couplers/spools. Make sure they can all be pushed in.

The three point may have not been used very much and needs a bit of use. and perhaps a little WD40. If that doesn't help, have a look where the lever attaches and there may be a spring plate and a couple of bolts. You should be able to adjust the tension on the lever by adjusting the bolt and then re-tighten the lock nut.
