Currently, these top clans indeed face better attackers than rushed clans, but as more and more clans get maxed out, I expect the quality of attacks to also decrease at that level. Still, there definitely have to be some changes to ensure that maxing out the clan capital is actually worth it with regards to the leaderboard.

You’ll end up earning more capital gold each week having stronger offense. Having established a priority list, you need to communicate and get buy-in.

It's not going to affect the main base in any negative way, gives people more ways to play the game, and isn't limited to progress.
