You can sort by platform as well as activity. It can be handy. r/fireteams. The D2 PC LFG is still the best place, and it's up most of the time.
It's just an affiliation advertisement. They're not exactly pushing it. To have access to the server, yes, you do need to put in your steam account and discord account. It's only for the bots in the server and to manage you as a user in the server to keep it organized. It's a legit thing that's been used for years.
