The 30 ft-lbs is just the starting place and the 1/4 turn is the amount of stretch. I don't bother with that and just torque to 70 ft-lbs and re-torque when ever I think of it to make sure they are still tight. Every time you take the wheels off run a thread chaser over the studs and a tap into the lug nuts. Then use carb cleaner and compressed air to thoroughly clean the threads on the studs and threads in the lug nuts. Apply a thin coat of anti-sieze on the threads and put the wheels on.
