These are the steps I have tried so far with no luck: downgraded to 16.1.0 system. updated to atmosphere 1.6.1. updated latest sigpatches from gbatemp. switched to DBI installer. updated to DBI installer 616. redownloaded the nsp file from NSW torrent library. redownloaded the nsp from another webpage. All to no avail.
