In March of 1927, the Shelter was incorporated under the laws of the State of Ohio and had temporary quarters on Hobart Street. In 1928 they leased a facility on Dorr Street and the first manager was A. B. LaFever, a retired circus animal trainer. In December of 1930, TASA moved to the present grounds off Byrne Road and the Chicago Pike.
