Its is bad. Piston rings get stuck or loose, oil leaks by (why you were low on oil), oil is burned and fouls the spark plugs (causing misfires and eventually engine will run very rough with lots of lights), burnt oil fouls the catalysts (which lowers their performance which will make you fail emissions testing if required), VCM operation causes wear on the very expensive ACM engine mounts.
The needle stays (basically) in that position from around 155*F to 215* or so engine temp at ECT1. With either of the 'active' VCM disable devices, the needle doesn't move between the 'normal' operating temp of 170-175*F (highway cruising) and the 'forced' operating temp of 161-163*F.
